It will cost you around 50 bucks to joing SCCA and a local region.
The points are regional and national. Your national points are for any track and region.
To do low speed events (auto-X) you do not need a competition license just a drivers license. This will be tracks with speeds under 70 or 80 MPH.
To run high speed events (large road course) where speeds will exceed 70 or 80 MPH you will have to take a driving school or run so many low speed events and have a license instructor ride with you to sign off on the high speed license. They were going to make some changes on this so check the rule book on what the criteria is now.
