ebay performance chips

so the other day a friend of mine told me about a ebay performance chip
that adds 130hp and 25 mpg for around $25

i think its funny

hmmm well i guess IF you had a car that had NO chip at all and installed it you would have 130HP (note: this will only work if the car has 130HP to start) This is about the only way i see in happening.
