The problem was that those carbs have air pre-jets that need to be clean to run correctly. As the carbs I have already had the heads of the jets stripped, I turned them upside down and filled the jet tunnels with PB Blaster for a day or two(that stuff will eat through any gunk). Then flush the whole carb with carb cleaner. If all the passages are NOT free flowing and clean, repeat the process until it is.
